Twenty-five years after the institutional change brought about by the framework law in the operation of universities, the necessity for a new reform becomes evident. This reform will, on the one hand, utilize the assessment of the implementation of the framework law and, on the other hand, attempt to adjust the legislative framework in line with the new data in both the Greek and the European context.

The modernization of higher education requires the development of academic responsibility and its investment with a new "social contract" between university and state, the restoration of a series of neglected spiritual and academic values, the restructuring of the governance model and the institutional architecture of universities, and the cultivation of a new university culture.

The redefinition of the identity, goals, and functions of the Greek university ultimately constitutes the real stakes of a reform project.
