The European Union, facing successive periods of instability and emergency management over the past decades, has been called to handle almost simultaneously two major crises: the 2007-2008 financial crisis and the 2015-2016 refugee crisis. Aside from minor differences or insignificant variations, both crises exhibit significant similarities regarding the legal mechanisms and methods used to address them at the Union level.
The research documents the development of a broader pattern of legal technique that allowed bypassing the Union legal order.
