I've seen that the fan cables are placed within the tubing, is this true? And does that mean that you cannot change the fans to match your system?

You can absolutely change the fans on the radiator. And yes, the stock fan cables are routed through the tubes. The fans come pre-installed on the radiator and are daisy-chained together, including the A-RGB.

But here are a few things you can do:

1: If you want to use your own fans, you can just route their cables behind the case and control them through your own fan controller or the motherboard.

2: If your fans support daisy-chaining, you can plug them directly into the fan connector that goes through the tubes. The same applies for the A-RGB if your fans are A-RGB compatible.

But the built-in fan cable in the tubing is optional, and you’re not forced to use the included fans.

Also, I’d honestly recommend trying the stock fans first. I’m using this cooler myself and the included fans have very high static pressure and push a crazy amount of air, and they perform really well for a radiator.
