    I would say it is a luxury tarp. It has no lining, if you wear it with a short-sleeved shirt you freeze from the contact with the nylon. I haven't tried it in the rain, but on the bike without a long-sleeved shirt underneath, you get cold. Also, the hood doesn't have a pocket to go into, nor does it fold in any way, and when you're on the bike it hits your back and whips you. I had bought another one from Nike with a lining for the same price, perfect. I thought it was the same but it's not.
