I can answer my own question - YES it is the latest product that recommends a 0.5% PIR dilution for routine maintenance and up to 2% PIR for heavily soiled vehicles.

Touch-Less is the new environmentally friendly pre-wash foam from Bilt Hamber, which can be applied with a foamer or hand sprayer. It is sugar-based biodegradable, offering excellent cleaning capabilities with a typical application at 4% dilution (final dilution upon contact with the surface).
Unlike other petrochemical-based cleaners, it is very easy to rinse off without residue, facilitating cleaning with buckets and mitts. Touch-Less contains corrosion inhibitors and is available in a 5LT package with ~12PH, without phosphates, caustic soda, solvents, or other caustics.
Instructions for Use:
- Dilute from 4% to 5% where additional cleaning power is needed.
- Apply to the entire vehicle or in sections from bottom to top.
- Allow to remain on the surface for 1 to 5 minutes.
