In the end, the USA and NATO, realizing that they had not broken the spirit of Serbian resistance, threatened to bomb Belgrade. The Serbian leadership, fully aware that due to the population of 1.8 million in Belgrade there would be huge losses, decided to negotiate an unfavorable peace treaty that ceded Kosovo to NATO forces. The consequences of the bombing were devastating for the majority of the population.
NATO launched 60,000 airstrikes on Serbia, dropping about 30,000 to 50,000 metric tons of explosives, which is equivalent to all the bombs dropped by the USA and the United Kingdom on Germany between 1942-1945.
