The Communist Party of Greece (KKE) did not have the capacity to impose any compromise in 1946, and therefore had to gradually resort to armed struggle. From the outset, the civil war had more of an international character rather than an internal one.

It primarily relied on external aid, first from Yugoslavia and Albania and to a lesser extent from Bulgaria, and after the 3rd Plenary Session, from the Soviet Union and the other People's Republics.

It is certain that without Stalin's consent, the leadership of the KKE would not have initiated the armed struggle, as they did not want to repeat the mistakes made during the December events.
