I understand you can use an RO filter without a pump. this filter has a pump.

is it possible to use this RO filter without powering the pump.

we would like to use the RO filter without the power connected except on special occasions when our water pressure is quite low. is this possible or does the pump always need to be powered?

It's not just the pump that uses power, there are also pressure sensors and electric valves. Some RO filters are sold without a pump.
