The city represents the culmination of the evolutionary cycle of various forms of social coexistence. Initially, the family was formed to satisfy the basic needs of humans, followed by the village, and finally the city. The city is a natural political entity within which a person can fulfill higher needs compared to its preceding political formations. The purpose of the city is self-sufficiency and, through this, the happiness of all citizens, which, according to Aristotle, is the highest of all practical goods. For the successful approach or attainment of self-sufficiency and happiness, the relationship of the individual, as a part, to the city, which constitutes the whole, is crucial. The city is a whole, and families and individuals represent the parts. The part is a single piece of the whole, but it does not function independently from it. It is organically and functionally integrated into it, participates in its processes, contributes to it, and benefits from it.
