The ninth volume of the Collected Works of J.V. Stalin contains the writings produced from December 1926 to July 1927. During this period, the workers and peasants of the USSR, under the guidance of the Bolshevik Party and based on the decisions of the 14th Congress and the 15th Conference of the Communist Party (Bolsheviks) of the USSR, continued the struggle for the socialist industrialization of the country under conditions of capitalist encirclement and aggression using all means.

The works in the 9th volume of the Collected Works of J.V. Stalin elaborate on the issues of the theory and practice of socialist industrialization and the building of socialism in the USSR. The unity and indivisibility of the national and international tasks of the socialist revolution are underscored. The party's line in the area of foreign policy is determined in conditions where the threat of a new armed attack against the USSR intensified, and tasks for strengthening the defensive capability of the Soviet Union are outlined.

In his report at the 7th Plenary Session of the Executive Committee of the Communist International, as well as in other works, J.V. Stalin defends and develops the Marxist-Leninist doctrine of the party as the fundamental directing and guiding force of the Soviet state, exposing the hostile "theories" of the Trotsky-Zinoviev alliance, which are detrimental to the cause of the working class and the Bolshevik Party, and their subversive activities within the Communist Party (Bolsheviks) of the USSR and the Communist International.

The Leninist doctrine on the alliance of the working class and the peasantry and the guiding role of the proletariat in this alliance is developed, and the class essence of the Soviet state and the Soviet government is shown.
