The Schengen Agreement by Kostas Toumasatos begins with the history of its signing, which was first signed by Germany, France, the Netherlands, Belgium, and Luxembourg, on the same day that the European Commission approved the "White Paper" (14/6/1985). The above countries signed the Implementation Agreement of the Schengen Agreement on 9/6/1990, "deciding and ordering" its signature by the other member countries.

In March 1997, the PASOK government, through its legislation, passed the "chains" of Schengen onto the Greek people.
